Sugar Production In Maharashtra Drop By 40%

The sugar production in Maharashtra is likely to drop by 40 per cent due to severe drought, coupled with crop diversification, across Marathwada and parts of Western Maharashtra. The projection report July (2016-17) shows the sugar production at 50 lakh metric tonnes. Last season, it was 84.01 lakh metric tonnes. The 34 lakh metric tonne shortfall has raised fears of possible price rise between August and September.


The area under sugarcane cultivation also has shrunk from 10.50 lakh hectares to 7.80 lakh hectares. The primary reason cited for less cane cultivation leading to shortfall in sugar production is drought for the fourth consecutive year.

The Maharashtra State Sugar Federation has urged the Centre and the state to take note of these developments to avert price escalation in the domestic market. Their apprehensions arises from a steep rise in sugar prices at international markets due to low production of sugar.The sugar price in month of July was Rs 3,319 per quintal.

Sources in the Ministry of Cooperation and Marketing said the Centre and the State were working out regulatory mechanism through policy measures to ensure stable sugar prices.A senior officer in the ministry said good rains in July-August would help boost cane cultivation in the next season. 

The onset of festivals beginning from August would peak the sugar demand in the domestic market. Former cooperation and marketing minister and member of the state sugar federation Harshvardhan Patil warned the government to immediately intervene.Patil said, “Apart from the drought, there are policy failures of the government both at the Centre and in the state.”

Citing an example, he said, “The Centre’s decision to withdraw the production subsidy in May was not a good move. Similarly, the aggressive campaign against sugarcane cultivation made the farmers to look for other alternatives crops or horticulture. They switched from cane growing to pomegranate and grapes.” Patil said only 100 out of 200-odd sugar mills would be in a position to operate from October-November if the Centre failed to intervene.

However, a cabinet minister said, “Our government is equally sensitive to the problems of farmers and also consumers. The sugar mills always press the panic button, which is not very realistic.”

The minister said the government had launched the “beyond cane” campaign to encourage farmers to take alternative crops in severe drought-stricken areas. Even water management experts like Madhav Chitale has recommended ban on sugarcane cultivation and new sugar mills in the drought-hit Marathwada.

The Indian Sugar Mills Association report states overall sugar production across India would be 232 lakh metric tonnes. The reduction in overall sugar production is due to production fall in Maharashtra and Karnataka. It projects a marginal increase in Uttar Pradesh from last year’s 23.02 lakh metric tonne to 23.35 lakh metric tonnes.

Maharashtra is among the worst hit registering decline from 84.01 lakh metric tonnes (last year) to present 50 lakh metric tonnes. In Karnataka, it dip from 5.10 lakh metric tonne to 4.15 lakh metric tonnes. However, Tamil Nadu shows increase from 2.50 lakh metric tonne to 2.65 lakh metric tonne.

Mercedes-Benz to expand manufacturing in India

German luxury carmaker Mercedes-Benz is planning to expand its local manufacturing in India with the government's support in tax concessions in states such as Maharashtra where its factory is located.



GLE-Class, the first product which the luxury car maker launched in India since Folger took over on October 1, is also the first model that the company is making locally in India from day one.

Local production of the other seven models in India had started at least six months back. Local production allows the company to make its vehicles more affordable as it eliminates between 60 percent and 100 percent import duty.

In 2007, Mercedes acquired 100 acres in Pune where it so far invested Rs. 1,000 crore. In June, it doubled production capacity to 20,000 units a year and the plant became the only factory outside Germany to produce the super luxury Maybach S500, which priced at Rs. 1.67 crore.

Mercedes-Benz India recently launched a new nomenclature for its SUVs. The German luxury carmaker has launched 13 products in India so far and two more are expected to come before the year end.

Maharashtra expected to be India's top software exporter

The state government wants to ramp up IT exports to bridge the gap with the country's leading software exporter, Karnataka. It has prepared a policy that promises several sops for IT and IT-enabled services (ITES) companies to set up shop in Maharashtra

The state's annual IT exports are half its southern neighbour's. An official said Maharashtra's IT policy for 2015 offers an additional 100-200% FSI and space utilisation to ITITES and AVGC (animation, visual effects, gaming and comics) parks, with a premium recovery of only 10-30%, subject to some conditions. The policy also offers 20-40% built-up area for support services in IT parks.

Among the other sops are permission to set up integrated IT townships, adjustment in property tax of cost put in to develop roads and civic infrastructure, exemption in stamp duty of up to 100%, electricity duty exemption for the first 10-15 years, and relief in entertainment tax for animation film production. 



Experts said the policy can attract investments of about Rs 50,000 crore and add Rs 1 lakh crore in exports for the state. IT expert Vijay Bhatkar said the state should have taken these steps 5-10 years ago, a little after the country's first IT park came up in Pune. After the IT industry's inception in 1998, the growth rate of the software industry was 40-45%, which has now come down to 12-15%. Of course, recession, immigration problems and the economic crisis in Europe has affected business.

After the introduction of IT parks in 2001, the state came up with a policy in 2003, wherein 253 IT parks with a built-up space of 3.90 million square metres obtained letters of intent to set up units. After six years, when another policy was introduced, nearly 212 parks with a built-up space of 8.93 million square metres came up in the state. The policies boosted Maharashtra's IT exports from Rs 5,508 crore (200203) to Rs 55,420 crore (2013-14), a growth of above 900%. 

But these phases also coincided with massive expansions in Karnataka. Its IT exports, about Rs 12,500 crore in 2002-03, jumped 730% to reach over Rs 1.03 lakh crore by 2013-14.The latest policy is aimed at catching up with Karnataka and overtaking it as the country's IT leader, senior state industries department officials said.

iPhones could soon be manufactured in Maharashtra

Apple’s signature smartphone – iPhone – may soon be manufactured in Maharashtra as the State government is reportedly keen on attracting companies such as Foxconn from China. This would imply that consumers will get the opportunity to flaunt a premium ‘Made in India’ iPhone, very soon.
According to a report, Chief Minister Devendra Fadnavis, who was a part of PM Narendra Modi’s recent delegation in China, visited Foxconn’s manufacturing facility in the Henan province. Fadnavis said that the State Government was in talks with the company to set up a manufacturing plant in Maharashtra as well. It is believed that Devendra Fadnavis’s regime is quite eager to boost the new manufacturing plant in the state, as would provide more employment opportunities as well as attract many youngsters to join the workforce.


Fadnavis also told that a possible site for the plant, which would need a ‘huge investment’, could either be Pune or Aurangabad. According to a report, the Chief Minister, who spoke about strengthening ties between Maharashtra and Chinese provinces at the ‘Forum of Leaders of Regions of India and China’, in a series of tweets, thanked Premier Li and Modi for making province to province connect a reality, adding he looks forward to stronger partnerships.

India’s most urbanised state, Maharashtra has much to contribute to it and thus would welcome Chinese expertise and investment in this sector, Fadnavis said. I would look forward to more Chinese investments in Maharashtra in future, Fadnavis said. He adds, I am planning a special visit to the province Qingdao to learn from Chinese infrastructure development in coastal area.

China has been a significant investor in Maharashtra, investing $350 million as of now. We will also establish Chinese language/cultural study centre in memory of Prof JiXianLin who translated Ramayana in Chinese. I believe in cooperative federalism and development for all, Fadnavis said. Every third person in the world is either Chinese or Indian. In fact, the two countries contributed 50 percent in the world economy in 1850, Fadnavis noted.

Maharashtra approves sugar export subsidy

India's biggest sugar producing state, Maharashtra, approved a subsidy of Rs 1,000 per tonne for raw sugar exports, a senior state government official said, in an attempt to reduce inventory that has depressed local prices.

Exports from India, the world's second-biggest producer and largest consumer, would put pressure on global prices that are struggling to revive from six-year lows.

Maharashtra accounts for most of the raw sugar produced in the south Asian country.

The state cabinet approved the incentive for the raw sugar produced in the 2014/15 marketing year ending on Sept. 30, the government source, who declined to be named, told Reuters on Tuesday.
“Subsidy will be applicable for exports of 800,000 tonnes raw sugar," the official said.

The state has been contemplating export incentives since February.

"Exports subsidy will help mills, but large quantity is unlikely to be shipped," said Sanjeev Babar, managing director of Maharashtra State Co-operative Sugar Factories.

"Most sugar factories have closed their operation. They produced mainly white sugar. Availability of raw sugar is limited for exports."

Indian mills traditionally produce whites for local consumption, although lately the government has encouraged them to produce raws for exports in an attempt to trim bulging inventories.

"This is time to provide subsidy for white sugar exports. Then only mills can reduce inventory meaningfully and clear farmers' dues," said a dealer with global trading house, who was not authorized to speak to the media.

Surplus production for five straight years has piled up inventories and the country is likely to start the new marketing year on Oct. 1 with carry forward stocks of 9.5 million tonnes.

Due to plunging domestic sugar prices - down 16 percent over the past seven months - mills' financial health has been eroded to the extent that they now owe more than $3 billion to cane growers for purchases made since Oct. 1, 2014.

In February, the central government decided to give mills a subsidy of 4,000 rupees a tonne for exports of up to 1.4 million tonnes of raw sugar, an incentive some traders said may be too little as global prices remain weak with large supplies from top producer Brazil set to flood the market soon.
